This study was performed by Nina Jablonski a very prominent American anthropologist.
Tanning is dependent on undertone more than anything.."Southern Europeans (measures taken from Spaniards) show a skin pigmentation in parts of the body not exposed to the sun similar to that of Northern Europeans and, in some cases, even lighter."
http://www.bgsu.edu/departments/chem...color_2000.pdf
Also :
"All samples are composed of indigenous populations, and readings are taken on areas of the body not exposed to the sun. Higher values indicate lighter skin, and lower values darker skin."

I honestly believe that this study is more correct, no kidding are the British darker than Europe Same skin tone as Kurds? and the lighter Dutch don't make sense
XIn any case there is more difference in tones between the same population than between the average between countries, for example the Irish have a lighter tone on average than the Poles, but the Darkest Irish is darker than any Pole

Yeah, the one for London is stupid and most likely used immigrants in the sample too. Look at the other British areas including Wales though.
Left side is observation and right side is what they predicted.
