I think it's personal business of grown up person, but there's more and more of them who return because their life became much worse abroad in comparison what they had here by $$$ and life standard.
Like having a position in big company, fleeing Russia emotionally in one night to spend months abroad without adequate income living in a small flat, then coming back to Russia to work in taxi because all the gained success lost before. My generation is very non pragmatic and infantile, late 80s and early 90s born, arrogant and naive, with pink glasses on.
Just like generation of their Soviet parents, the most disfunctional people.

But I doubt it's "propaganda video" because I have never seen it and I can't find it by searching it online, it's probably some kind of humourous skit and probably from 10-15 years ago, so it's not related to this war and migration related to it.

I think it hurts russias demographic they could intermarry or assimilate in the diaspora or forget to speak russian that is bad for russia
