Italy would be the first with difference if it took better care of its architectural heritage.

Nearly all the European countries have superb, historical architecture second to none in my opinion. Of those I've had the chance to visit, and excluding my own country, I'd say the same as gixajo, Spain, Italy and France, in no particular order. Outside Europe, I'm particularly keen on (Ancient) Egypt, Japan, China and the USA (dramatic skyscrapers).
