South Welsh might have more atypical swarthy individuals but that does not mean they are noticeably darker-complexioned than English on the average level. Observers attributing a clearly darker complexion likely overemphasized a distinct minority, trying to link them to the Roman description of the Silures.

I have met some quite dark Welsh people, but to claim they are no lighter than Turks is one of the most OWD things I have ever heard!

My impression is that skin color doesn't become noticeably darker from country to country, as you go North or South. It changes over wider areas and I don't know about Poles darker than Germans or Russians even darker than Germans or Slovenes lighter than Hungarians. To me all these groups are in the same league for skin color. And Welsh are not darker than any Continentals. And these differences are not so great in Europe(to include Turkey and Caucasus), so that is why they don't seem like ghosts to you. They are only a little darker than other Brits and more like continental Northern Euros, not darker than them and maybe only a little lighter than Turks. I included Turkey and Caucasus with Europe for pigmentation purposes, because you resemble Europeans in that and often, if not most times in features too. Anyway the rugby players and GLC rap group are a noticeably lighter then average Turks. Football players photos are not so good and include mixed race people.

Only if you meant hair color, I could possibly believe that. But over the years I did see people on forums and blogs, from outside the UK , exotify the Welsh and say they are Mediterranean people in Britain and both shorter and darker skinned. I never saw someone from UK say that and what I have seen of them doesn't make believe the swarthy Welsh legend. Maybe they are a little darker than most Brits who are palest people, but that's it.

At least some British people think of the Welsh as more likely to be olive-skinned in an Isles context. The stereotype was perpetuated by the English and there is a large number of accounts from English observers on Google Books describing the South Welsh as relatively dark. They were also described as florid in complexion but not pale or fair.
