Declan Downey es doctor por Cambridge (1994), miembro del Queens' College de Cambridge (1989); Profesor de Historia Diplomática Europea y Japonesa Moderna en la Facultad de Historia del University College de Dublín, desde 1995; Co-coordinador de la Licenciatura en Derecho con Programa de Historia desde septiembre de 2010; En 2009, se convirtió en el primer ciudadano irlandés en ser elegido miembro de la Real Academia Española de la Historia (fundada en 1733). Sus numerosas publicaciones y su papel de liderazgo en importantes proyectos de investigación internacionales han sido reconocidos con honores y premios internacionales como la Orden del Mérito de Austria (2003), la Real Orden Española de Isabel la Católica (2008), la Encomienda de Embajador de Japón (2010) y la Encomienda del Ministro de Asuntos Exteriores de Japón (2020).

Declan Downey is a PhD from Cambridge (1994), Fellow of Queens' College, Cambridge (1989); Professor of Modern European and Japanese Diplomatic History in the Faculty of History, University College Dublin, since 1995; Co-coordinator of the Bachelor of Laws with History Program since September 2010; In 2009, he became the first Irish citizen to be elected a member of the Royal Spanish Academy of History (founded 1733). His numerous publications and his leadership role in important international research projects have been recognized with international honors and awards such as the Austrian Order of Merit (2003), the Royal Spanish Order of Isabel la Católica (2008), the Commendation of Ambassador of Japan (2010) and the Commission of the Minister of Foreign Affairs of Japan (2020).
