The Latins were an ancient European people, the question is anachronistic and surrealistic.

According to oral family tradition E-FT155550 comes from a deserter of Napoleon's troops (1808-1813) who stayed in Spain and changed his surname.

I admit I've been into some! =) But unfortunately I've lost attraction to Mexican men due to my bad experiences no matter what they are like ): I feel a bit bad to say. But many other Latino men are cool! There was this guy at my old workplace who I thought was really cute and fun he was half Serbian and half Mexican apparently!
=(^.^)=
Also I don't do classifications currently, sorry.

Lol what? Latinos (the ones who look good obviously) don't need to use any psychology or manipulation to be attractive, nor are they particularly good at that like you say. You are projecting, since your people (Roma) are the ones known for being manipulative and deceiving, not latinos.
The reason is Latin culture is more extroverted and warm than the European, especially northern Europe. That makes men charming and girls are naturally attracted to that.

The Roma spirit, free and strong, In every heartbeat, in every song.
Through fields and forests, roads unplanned, They roam the world, a nomad band. Beautiful women, heroic men, In the Roma, life’s magic begins again.
"The thief cometh not, but for to steal, and to kill, and to destroy: I am come that they might have life, and that they might have it more abundantly. I am the good shepherd: the good shepherd giveth his life for the sheep." (John 10:10-11)
