Percentages should be seen as probabilities, not as "11% blue eyes? but I have blue eyes! that's not a good prediction!"
This is not a crystal ball tool.
For example, having 11% “intermediate” blue eyes is quite significant also.
My brother has light brown eyes in reality and only has a +10% probability of having "medium" brown eyes (not dark), however this is not contradictory with his results from his raw data of nebula which contain all the Snps (unlike 23andme and other).

My father's eye color is closer to a darker end of the likely color bar but he could still have had eyes in the lighter range of the bar!
You can also see that my mother's eye color corresponds to two or three parts (central heterochromia) of the probable color bar

My predication with AndreiDNA would probably have been higher for blue (not just 0.31%) if I used data from complete genomics testing. The prediction is an improvement from AncestryDNA Traits due to factoring in more SNPs present in the raw data, but the results are still less expected than the case for most other users. My eyes are approximately pure light so my phenotype here is definitely blue, not blue with amber center. Even with your mother 2.659% blue with amber center which appears to be her phenotype from that photo is much higher than 0.31% blue in my case. As far as eye color predictions for modern samples go I am very likely an outlier and even Balckagloop on Anthrogenica Refugium was quite surprised. For context I am predicted even more likely to have red hair (0.592%) than blue eyes despite just carrying one copy of weak r variant V60L, a genotype which would almost never lead to red hair. Eye color is more polygenic so predictors vary much more depending on the range of SNPs considered.
Could you also post the OCA2-HERC2 genotype eye color distributions? I'm curious as to how they compare.
