There are black french or maghrebi french but can a GYPSY?
Lets say instead of austria in 1990 i went to france, i learned fluent accentfree french and manners, like i did in austria, like i act like a austrian and sound like a austrian, yesterday i talked on WhatsApp to a Australian man, he said i do sound strongly austrian-german, now lets say i would be in france, could i be considered french? In Austria its a bit tricky, you can sometimes be considered austrian, if you are long in austria or born eventhough you are of immigrant background, but often also most who are not ethnic austrians will remain more or less "foreigners" but maybe france is a bit different because its a former colonial empire, and citizenship nation, austria is not a citizenship immigrant nation.

Anyways i think my memory and learning ability dropped very much since high school i just tried to memorise and then repeat two sentences and it was very hard i still dont know it

Traditionally speaking, I would say no.
I would also say no in terms of any measure that actually matters (genetics, inheriting traditions, etc.).
But given that the French long ago decided that being French is just about what passport you carry, sure, why not. Get on that sinking ship if you want to.

I'm not a racial nationalist. I just think someone should be at least partly descended from a nation AND at least partly raised in the culture/language to be able to call themselves a person from that nation. To me this would include mixed race people and those raised with multiple cultures and languages. But in modern times it doesn't really matter I guess.
