Many people from PNG are similar to light skinned African Americans and Caribbean's in colour while Aborigines from the northern territories are as dark as Black Africans and even darker than many Nigerians and Congolese infact, why?

Are they really? The full blooded ones look equally black to me. Self-identified Aborigines in general are lighter because of European admixture.
Spoiler!

Here are some Papuans from Port Moresby, just as "light" as those tribals
As for the lighter Aborigines you posted are they full blooded? it was said that Aborigines from southern Australia were lighter but obviously they have been mixed more in the last century and now the only pure Aborigines are i imagine in the north and possibly the central outback?

Obviously all Aboriginals are very swarthy but i would say that they are quite variable in colour, it isn't surprising that ones on the north coast(same latitude as Senegal) are very dark but it is curious how most New Guineans except some people from Bougainville are quite a bit lighter.
