What causes this is westernization. The people kept being hardworking and obedient , but for the benefits of the Bureaucrats. Their life is work , food and PC.

A lot of counties with similarly low birth rates are nowhere close to being overcrowded(mine is a good example ). Low birth rate is consequence of modern life style where people can afford protection and want to provide the best for their children rather than having many children and not provide them with anything. More children means simply less attention given to each of them also less financial support for university,succeeding in life etc.
