What do you mean by Romanians mixed? On average Russians are more non-European by a lot. Gypsies pretty much stick to their communities and even so, they are 3% of the population by census and 5% if we are to be liberal about it. Realistically, a lot of them have emigrated to Western Europe a long time ago. Last time I checked, Russians+Ukrainians form 80% of the population in Russia, meaning that Russians are on average 17% more non-European than Romanians. Balkanites, romanians, hungarians, ukrainians, dinarids are more european than some ethnicity what you didn't mention: finns, russians, baltics...
Calling a dark people as European and accusing of blonde people as non-European is a racial treason!
