It's fine if it's a parent or other adult relative with their kid. It's not fine if it's a random guy. That Richmondbreed points out people were looking at him funny pretty much says it all.
You have to be socially aware and what I mean by socially aware is you don't enjoy yourself in a pool designated for kids and their parents. We all know Richmond is harmless but he's also weird as fuck and no one wants some who comes across as weird as fuck near their youngest family members.
If his sister hadn't been there to perhaps ease the tension by her mere presence I'm sure someone would have said something to him.

If I was a parent and for some reason, a strange man with no children of my own was in a children's pool. Yes, I would be concerned.

Richmond looks like the kind of guy who wants to be treated as a child or baby. I think his body grew up but he didn't. Inside he's just a kid. That's why he is attracted to the kiddies pool. And why he chose to dress as a chicken or moose for a living (can't remember what animal it is). I'm not saying this to be derogatory in any sense, but I think Richmond is just a very large 5 year-old. Perhaps he is an infantilist too, who enjoys being swaddled in diapers, playing with coloured blocks and being bottle-fed by a nanny. Nothing wrong with that. Some people are just a little more different than others.
