I don't think you can juxtaposition white western democracy with black nations, it took Europe a 1000 of years to get to this point we're in now (for good or for worse). You can't expect blacks countries to arrive at our level within 100 or so years. IQ plays an important role as well.

Firstly , MENAs are not black

Secondly , no our resources aren't being stolen , many people think the reason behind the low production rate of certain resources from post colonial Afro-Asia is colonization . That's a lie , the biggest problem is the people who spread this conspiracy thoery which leads to idiots doing strikes . If this "let us reclaim our economic soverignty" bullshit stopped , we would have produced more in my country of both petroleum and Phosphate , this is the observation I made when I lived for a few years in the mining heart of my country .

Again , you need to make the distinction between SSA and North Africa , deserts are in between these two regions only (and the one in Namibia) , SSA is mostly jungles although it can get a bit more mediterranean near Cape of good hope but most of the black regions are jungles . The northen climate and the river valleys in the north and south of the continent allow for civilization to flourish , most of the developed african countries exist in these regions . But again , the question is "Black run countries" which excludes North Africa and most South Africa (as it became only recently black run) and in my opinion Ethopia too should not be included , it isn't that black today .
