I'd say the French and Japs have the best, and both countries are in economic strife partly because of their hugely expensive high speed rail, but whatever. The point, since you asked what it was, was that the railways are actually a good thing about the Indian subcontinent, it's just that they aren't homegrown developments. They were built as private, for-profit entities and were largely controlled from London. A lot of pre-independence infrastructure remains in place, as a testament to a job well done.

Drawing on engineering knowledge and qualifications from the west, and because they are cheap and numerous, not because they are better. Indian engineers are like cheap Chinese-made goods shipped to the west in huge quantities. They cost less, but are of poor quality and often don't last long.
