Probably, why not? I saw some brown TA members from brown countries write in their profile: Ethnicity: Germanic, Taxonomy - Nordid/Faelid despite the fact that they most likely are brown-skinned MENA-looking Med typical for their brown countries.
No one can forbid anyone to be called what he wants.
Anyway, Komi people are native people in North-Eastern Europe.
Some part of the Komi Republic is located beyond the Arctic circle.

Also Komi live in Nenets Autonomous Okrug, Yamalo-Nenets Autonomous Okrug and Kola Peninsula most of the territories of which are located beyond the Arctic circle.

They don't. Central Europeans are mostly Alpines while Komi people are mostly "Nordische", "Baltishe" and "Uralische" types. Also Komi have around 20% Siberians admixture.
