Of course they are. How a society treats its least deserving and most in need(also animals) is one of the best ways to measure how good a society is. Criminals literally have it better than non-drug addict homeless people in the US, despite the US economy being on par with most of NW Europe and surpassing a lot of it, AND that being despite the US has far more minorities and people who don't contribute to GDP per capita.
Just watch any documentary about W. Euro prisons vs American prisons(and no you can't blame this on diversity, because they're private run based on state guidelines and they're largely the same in a place like West Virginia, North Dakota, New England, or dindu land).

Any metric you can measure(except a few), W. Europeans beat out Americans.
