If i'm thinking about travelling to not fully developed country then i'm gonna choose something with a bit more interesting culture and landscapes. Been to Moscow, not for me really. St Pete was a bit better. But if i ever gonna travel to Russia again, it will be some trip to Kamchatka or something. I'm not saying there is nothing to do in Russia, it's just something not for me unless we are talking about more unique places. Anyway, i'm not travelling for people, but for architecture and landscapes to be honest, planning to do some photo shooting.
I heard that military actions turned certain places bad in Crimea... People are having issues with Visas and such.

I think that Morocco is more interesting, all the natural diversity of Uzbekistan can be found in Morocco with similar landscapes to a certain extent, while inversely Morocco is much more varied.

Both are very good places manned by very welcoming inhabitants but I think Uzbekistan is better. People I know who went to Morocco said it was great but the few who went to Uzbekistan said it was absolutely amazing, delightful, above all their expectations...

I won't advise to come to Morocco right now, it's Ramadan right now and many shops and places are closed during the day. Personally I've never been to Uzbekistan so I would choose Uzbekistan, Morocco gets boring very fast.

There was no military action in the Crimea.
There may be some difficulties with the work of services that are subject to US law, but in fact nothing serious.
A couple of years ago there were problems with the work of Google Play and Apple Appstore, I do not know if they are working now. Judging by the lack of information noise to circumvent the limitations is not difficult.
