Maybe, it's Boris Yolkin - a man of high virtues - and also the mayor of the ancient city of Pskov, former capital of the Principality and Republic of Pskov in the Pskov Land. Plescoviae is notable for outliving the Novgorod for decades, and into the XVI century, with a very alike system of oligarchic republicanism. Interesting history precedent.

I understand that the origin of Russia is due to the Viking settlement of Kievan Rus and the majority of the population is Slavic but I am curious to know if there is a small percentage of Russians with Viking DNA
I also know that there was a group of Germans who settled in Russia although I don't know if these Germans were segregated or mixed with the local population.

Every Russian language has a percentage of this. Someone has it in a straight line. There were Vikings and there were a lot of them. We don't give a shit about r1a. Most of us have gone from cattle ranchers to slaves. The Scandinavians themselves dissolved instantly. The princely power of Svyatoslav is Putin's legacy. These are two strong kings. Both are Slavs, Russians.
