I sincerely doubt this plan will be put in place. The US or China would block this idea.

Djibouti and Yemen decide to build a bridge between two country in order to benefit people from Horn Of Africa as well Yemenis, It has been proposed by the Dubai-based construction company, both agreed to be designed bridge soon, the coast: $20 billion USD and the bridge will be named "Bridge of the Horns". but the tollgate will be build far from that area, is on the process.
