Yes. Here is one free lesson. When using term balkanization, you have in mind dissolution of bigger political entities into smaller, independent ones as a permanent solution. If Albanian part of Macedonia breaks from Macedonia it would not be independent but part of Greater Albanian state, maybe right away, maybe in few years. Therefore we can't talk about balkanization.

Balkanization is when SFRJ collapses into several independent countries or to use a modern hypothetical example, when Catalonia and Basque country secede from Spain. I hope I made it clear.
