Root those are drawings and yes there are people like that in Germany primarily in the northern part. I lived there for two years. I'll say this I got more German women interested in me than what they were in their own kind. Not bragging just facts and I am clearly not blonde or blue eyed. The Germans with that appearance usually are part Nordic. Most Germans had my appearance and they are generally crass. A lot have huge noses. Not really attractive people, imo.

There would be some of the same issues. Hitler would still be long dead. The older members of the Nazi party as well. The replacements would have been corrupt like every other politician. There would be slight differences but not as significant as you would like to think. Probably less ME immigrants in Europa. But you never know.
