Indeed.
In full truth Blonds in Italy are not standard but you can find plenty of them.
For Germany it's Dark Brown haired people that are not the most standard but you can still find plenty of them.
Most Germans do have something like light brown hair and some medium shades of brown hair.
They can have Brown or Blue eyes plus some Chestnut coloured ones.

I always pictured germans with medium brown-light brown hair and blue eyes as average pigmentation in them.

It's very hard to argue about the pigmentation of hair, as there are many different opinions about which shades of color for example are still blond or already brown. The transition from dark-brown to black is sometimes hard to see, too.
This perception also varies strongly between different countries. When I was in Greece several students, I was asked if all Germans were blond, so the students were seen as almost exclusively blond.

Here the self perception of the hair color of the people asked is as follows:
blond 50,9
brown 42,2
black 4,2
red 2,7
(The blond is in majority dark-blond.)
I myself made a small statistic, where I calculated the average hair color of people I know from pictures etc.:
blond 35,0
brown 56,0
black 7,0
red 2,0
(All the people I counted are from South-Germany)
So all in all there may be a close match between blond and brown hair. In my opinion brown hair is somewhat more prevalent than blond hair. So the average hair-color could be about light-brown.
But as I mentioned before, the perception of what "counts" as blond or brown etc. is very different.

Most Germans have dark brown hair as adults, followed by light brown and blond. Black hair is usually indicative of non-German admixture. Children, however, have light brown hair predominant, followed by blond then dark brown. Overall, Germans seem to me about as blond as Russians: certainly a lot more blonds than here in Romania, but far from a majority.

It`s quite common, in particular in the south. But still real dark hair is an exception
just like blondes in Italy or Spain.
