As a whole, do Dutch people look closer to English people or Swedes?

English, the Swedes have a lot of looks that are quite alien to England i.e Baltids, Lappids, Strandids and Tydals while most Dutch have more or less British phenotypes, the Dutch are also paler than the Swedish who tend to a more yellow-white complexion. People forget just how un NW Euro many Swedes look and how Irish many of the English look.

To the English- the Swedes are a bit too NE-shifted in looks (not to say they look like Russians, but the less BA-Atlantic Euro and the more Uralic admix gives such an impression )

Much closer to English than Swedish for average Dutch. Between Danes and English more intermediate but still closer to the latter

I was on a youth church program with my friend, I seen a plenty of Dutch people (it was in Hungary).

These Dutchs were very North Germanic looking, Faelids, Borrebys, Hallstatt Nordids, Tronders and one Keltic Nordid and Atlanto Med. On average they are taller than Hungarians and most of them had blonde or light-brown hair.

I never been in the Netherlands, but these group that I seen they look closer to Swedes, but there were some British phenotype.

Well i think the Dutch look like a blonder British basically btw Swedish blondeness is overemphasized, the large majority have darker blonde hair and not the platinum shades.

Swedes and to a lesser extent the Dutch are still a lot blonder than Brits, regardless of the shade of blonde.
