    Probably. During Roman times the Western end of the Pyrenees, which is now the Basquest place, was Gallic (forming a Western corridor between both sides off the Pyrenees).

    Anyway, Basques don't look much more different to me than your typical Gascon. Except Spanish Basques, who look like Spaniards.
    But there's one thing that will always give away a "true Basque" : the earlobes.

    Basques are the best representatives of the Paleolithic population of Western Europe before it was Indo-Europeanized, so more or less yes.
