It's also common among Uyghurs and Uzbeks. It's Iranic influence I think because you can see the same painted unibrows among women in ancient Persian drawings.

Just because you didn't see it, doesn't mean it doesn't exist. It was common among ancient Persians too, as a sign of beauty. It has nothing to do with race.
I'll post some pictures of Persian drawings later on.
