Roman Empire - Same as above, but they have the civilizational component to add.

Portuguese and Dutch - Two nations too small to try to take over the world, it was a bit crazy to try it. I think Spain and England had the means to do it.
It has to do with the fact that most of the people that mongols conquered at the time were civillized and had already advanced civilizations: Babylonia, India, Persians, Arabs, all had civil codes that were humane and had inhibitions in torturing and slaughtering people just for fun.

Chegis Chan and his savages were the most uncivilized, evil bunch to ever disgrace the face of earth. They were savages in every sense of the world, they were sadistic, truly evil people. It is the only civilization who's success is based on SAVAGERY and PURE evil. I don't admire them, I have nothing but contempt for them.

Most impressive European Empires, Kingdoms and Peoples.
    1. medieval Italian city-states (Renaissance)
    2. ancient Greek city-states
    3. Third Reich (thinking of the Germanic resurrection in aesthetics of arts and life, respect for ruralism, etc, and not thinking about the atrocities)

Yep. Whether you say Rome's empire lasted ~750 years (From the wars with Carthage to the fall of Rome) or nearly 2000 years (fall of Constantinople), it lasted an enormous amount of time, in spite of strong odds against it.
