No, it's because a great part of Russians belong to the mongoloid race. Not all Russians are slavic. Ukraine absolutely is more slavic than them.
Moreover slavic admixture has its pick between western Ukraine and eastern Poland, so thinking that western Ukrainians don't look slavic but mongoloid-tatars is simply illogic.
My bf is from Lviv, nor him nor any of his friends or relatives look like this.

I found some very distant matches that are Ukrainian, my bet from the Slovakian/Hungarian border region. We are most likely 6-7th cousins.
I sent them email to their .ru email addresses. I just hope they speak English or know how to use Google translator.

At least to me, people from Western Russia, Ukraine are very difficult to tell apart from Czech or Bulgarian. The older people get, the harder it gets. Older people don't care to much about differences. They just want to live their lives.

Ukrainians and Russians have the same root, but Russia today is a huge country and if you consider the whole population of the Federation you have more mongrels in Russia than in Ukraine. Also Ukraine is more western geographically hence less exposed to Asian admixture. Maybe the south has more Greek admixture (j2) but this is not the case of Lviv. Lviv and western Russia share a very similar level or J2, but Russia has more East Asian.

You are delusional, if you think Ukrainians are more European in mentality or culture than are the Russians. Ukrainians are seen less well than Russians. And you are confusing Russian citizens of various Asiatic stocks with real ethnic Russians who have only small Mongoloid admixture, just like Baltic Finns. At most they can have a slightly more exotic and Turanid/Eurasian influenced phenotype, as do many other East Europeans(some Romanians, Ukrainians,Hungarians, Bulgarians) or Finns here and there.

Where does it happen? In Italy real distinction is between poor and rich Russians (novy Russkiy). The second are welcome only because they bring money, for the rest they are considered vulgar and without class. Poor Russians neither arrive here. Ukrainians are ok, they rarely cause problem to the justice. Worst immigrants are muslims and Romanians (not all, only those who come here to steal).

Slovakians and Ukrainians don't look that different. I also confused Slovakian language for Ukrainian although I cought something different (Slovakian sounds harsher and with more sh, rsh and similar sounds to my untrained ears).

Bulgarians stand out.
