Obviously there are exceptions to the rule of thumb when it comes to crime and corruption, but overall, Latin American countries and Sub-Saharan countries are indeed very corrupt and crime ridden nations. Look at the statistics of crime that are committed in the US, and you'll see that both Blacks and Hispanics account for more than 85% of all the crimes committed there. Why is that the corruption level from this picture are the lowest in western countries and developed nations like Japan and Korea?
