Girls should be protected from physical harm even if they reached puberty. Just because they reached puberty doesn't mean they are ready for sex. Some girls start puberty very early, some start puberty very late. Whether they started puberty or not doesn't matter, what matters is that their bodies are ready for sexual intercourse.

that s why in some countries the age of consent is as high as 18 , because there might be negative consequences which can be dangerous for a vulnerable mind , this doesn't mean there aren't weak adults or strong kids .. but it s about averages and so far I know of no psychological test which can tell us when someone is ready for something.
