Yes they do, African Americans do it all the time because many of them are partially mixed race. There's quite a lot of issues involving this, eg Darker skinned African Americans accusing lighter ones of being privledged etc.

It's essentially the same thing in Indian culture where generally lighter skinned people look down on darker ones. They call it "colorism" in America I think, recently there's been a huge movement in the African American community to fight back against lighter skinned African American celebrities since they tend to dominate the entertainment scene for example.

However, similarity to other South Slavs is lower because they already have more of South European DNA than Slovenes. I wonder what were populations living in Slovenia before Slavs genetically like and how much ancestry do modern Slovenes have from them.
