Genetically Uruguay is whiter and also the lowest a study have given in terms of european ancestry is 78% European. Otherwise the studies usually say Uruguay is 80+ or more European. I think it's around the 83% mark in terms of European admixture.
With the the usa i estimate a 75% european admixture which is a bit lower then Uruguay.
