This individual was photographed by Prince Roland Bonaparte's ethnographic expedition to Lapland (1884).
The photo ID says: "Lapons (plate 48): Anders Anderses Anto "
Along with the photo of this man are the photo of several lapps of "common" phenotype.
I can't say exactly what is the pigmentation, and black n' white photos can be deceiving. But the individual does not appear to be very dark or very light.
Even removing Afro hair, he still doesn't look like Sami or Northern European. He has protruding cheekbones, but he does not appear to be Mongoloid.
The fingers of his hand seens to be quite long, which is in fact a "tropical" feature.

Yes, I think it's his name.In 1884 the noted anthropologist Roland Bonaparte made an ethnographic expedition to Lapland, an artic region in northern Europe, with the aim of documenting the racial characteristics of the area's inhabitants, whose origins were a puzzle to anthropology. Photographs were taken of the inhabitants, each captured in paired frontal/side views similar to police mug shots. A stick with numbered card identifying the sitter is visible in each image. The negatives were used to produce a portfolio of collotype plates published in France ca. 1886 which is uncommon. Bonaparte's expedition was described in an 1886 monograph, "Le Prince Roland Bonaparte in Laponie" (French language). On request a photocopy of this monograph will included with the plate at no charge. R. Bonaparte's ethnographic photographs are discussed in the recent book Ghost in the Shell: Photography and the Human Soul 1850-2000 by R. Sobieszek.
