According to Pandit Deendayal Upadhyaya, the primary concern in India should be to develop an indigenous development model that has human beings as its core focus.[3]
It is opposed to both western capitalist individualism and Marxist socialism, though welcoming to western science.[5] It seeks a middle ground between capitalism and socialism, evaluating both systems on their respective merits, while being critical of their excesses and alienness.[6]

It sounds as if "human beings are the primary focus" not one single ethnicity or one single tribe, or race. On the other hand it opposses both western capitalist individualism as well as marxism, and it is a belief of nationalists in india, but it is not about race, it is not racist, but about philosophical concepts and spiritual concepts, as they believe in both body and mind and soul is important.
