He was British and not trying to seem American. It was British imperial doctrine that whites and their civilization are superior and that whites have as their duty to civilize other races.

It's true that Americans have called themselves white more than Europeans, because they have always lived in a multi-racial country, but the concept is European and Europeans also call themselves that when contrasting oneself with 'people of color'.
