Despite his light-pigmentation, Scolari's face screams Italian.
For example: this southern Italian footballer, in my opinion, looks much more Irish than German:
By the way, this northern-Italian guy screams German. He passes easily even in places of northern-Germany.
One shouldn't take into account only the pigmentation. Features do matter. If I could choose an example of "average" northern-Italian look, this guy would fit very well:

Scolari looks italian indeed but would pass easily in Germany, similar types can be found in Germany, I've posted one who looks very close, they look like they could be relatives.
Besides Germany it's not Scandinavia, there is a considerable alpine, dinaric and even mediterranean element among the native population and people like these (down), so it's not so difficult passing there:

Salvini looks more Turkish/Georgian than German. Marian Gold can pass in Northern Italy though, especially in Piedmont(not as typical though, he has somewhat Scandinavian-like features, but with dark hair and eyes)
