Basically yes, but South Italy and Turkey are not balkanites except East Thrace. Moldova is more east european, Oltenia and Muntenia are geographically in Balkans. Hungarians are closest to romanians and serbs in cultural way, so the map is correct in the case of Hungary, but i think the slovenian mentality is much closer to Austria.

I feel like Andorra and Monaco are somewhat culturally Balkan.
