Nowhere else in Europe, SS flags and other Nazi related banners are so widespread as in Bulgaria.
It seems both the CSKA Sofia ultras and the Levski are the first openly Nazi, and the second Nationalistic, named after a Bulgarian national Hero.

Is there a logical explanation behind this exception in Europes stadiums?

How many Bulgarian football matches have you attended and how many in Europe? You can find neo Nazis in every ultras group in Europe, I'm sure. Just raising this banners in some parts of Europe automatically means you'll never attend a football match again.

Bulgarian ultras seem to be most bizarre for me in their manifestation, they're just weird with all this stuff lol

Aris Thessaloniki has a brotherhood with Plovdiv and they are nit Nazi at all nor commies
Maybe because we share same Rumelian ancestry and if it wasn't for San Stefano they would be a Greek city today due to their Thrako-Hellenic-Roman heritage
One thing is for sure ancient Bulgarians did not build this in Philipopolis (Greek King)

The less developed civil society is and has fewer levers of influence on the situation, the more marginal surrogates of political life there are. I am writing this not counting Bulgarians, something lower, just maybe they are not a subject of politics and public life. We got over it in the 90s and early 00s, the communists remained (for the most part not ideological, but nostalgic for the USSR and following the request for justice). Well, all sorts of libertarians or LGBT people appear.

neonazism among russian football hooligans is generally an oxymoron. There are a lot of people of different backgrounds in Moscow, and this is the most important part of the scene. In Kazan, the top lads are ethnic Russians, and in Perm, Tatar-Bashkirs who insult Tatars (it's fun).
