According to my sources, there are English counties which are just as Nordic in race as Sweden or Friesland. Especially in those counties, if you added light brown and red shades, obviously it'd go over the 60% mark. I guess that you've forgotten that England is considerably more red-haired than most countries outside the British Isles. So perhaps the lack of blond hair is filled up with ginger hair. Thus making England the lightest-haired country in the British Isles. I do not dispute that the Netherlands as a whole is blonder-haired than Britain. Though there are English counties which are just as blond.

People I posted are not Persians, they are called Lurs. One famous Lur was this guy
The image you posted is from Kerman which is southern Iran bordering Pakistan. Roughly 80 % of the population of Iran lives in North and Northwest.
Crowds from the Largest cities like Tehran, Esfahan, Tabriz, Mashhad etc.
