No. Don’t generalize. There are parts of Southern Germany that may be lighter than Wallonia, but others are similar or darker. Remember Walloons are intermediates but on the light side.

According to my sources, there are English counties which are just as Nordic in race as Sweden or Friesland. Especially in those counties, if you added light brown and red shades, obviously it'd go over the 60% mark. I guess that you've forgotten that England is considerably more red-haired than most countries outside the British Isles. So perhaps the lack of blond hair is filled up with ginger hair. Thus making England the lightest-haired country in the British Isles. I do not dispute that the Netherlands as a whole is blonder-haired than Britain. Though there are English counties which are just as blond.

Frisians are both more golden blond and more ash blond haired in adulthood than English overall. Reddish shades in England are generally deeper on average than among Frisians where they generally verge on golden-blond. About two thirds fair hair (that is excluding dark brown #4-5, chestnut #6-7, and obviously jet black #27) is around what Bryn found for his largest survey of 11,771 Norwegian recruits. Also deep brunet to black hair among the East Frisian adults is similar to Norwegian recruits and very low relative to English counterparts. Frisian groups can be just as fair haired as typical Scandinavians and lighter than typical Dutch. Even if there are regions of England fairly purely Nordic in morphology they are unlikely to be as blond as Scandinavian Nordics.
