I evaluated him and Oliver Skipp (IMO closer looking to him) and only differenes that i could find metrically were Palmer's a little bit stronger brow bone and a little bit protruding maxilla. But these two differences dont look like non-British, let alone non-white as i have seen many British people with such metrics.

Everything I've read about him, makes me think he is 1/4 black Caribbean
The light colouring for a 1/4 SSA 3/4 Brit is very possible
However he lacks the more obvious change in facial features that being 1/4 SSA usually gives (Ross Barkley as an example)

another anomaly is his hair texture
1/4 SSA usually have curly hair (Ross Barkley & Ryan Giggs as examples)
curly hair texture is something that seems to take numerous generations to "breed out"

copious amounts of SSA blood is flowing into the british gene pool now
you could marry a girl thinking she is completely british & have kids with her unaware she is infact 1/4 or 1/8 SSA
when they do genetic analysis on the white british population in 100 years a minor but significant SSA component will be apparent
much like "white" Brazilians have a minor SSA component
