That was the purpose. A condition for peace made by NATO was they'd be allowed to walk around Serbia and not have Serbian law apply to them. Needless to say, no nation would allow such a thing and NATO understood the condition wouldn't be accepted. They saw an opportunity in Kosovo to have a base in the region and took it. A new nation would accept anything NATO wanted and did because it wouldn't exist without NATO.
