Shared grandfather = 1.8% of the genome? How?
Genetically too. Can't tell if you're trying to troll with this Y-dna thing (here and in other threads too), or you're just a moron.
I thought he could be Rethel but then I remembered Rethel's English was much worse.

There is an ancient individual (just medieval) with the previous subclade (I-Y3120) in the paper The genetic history of the Southern Arc: A bridge between West Asia and Europe found in Turkey but of obvious European origins and for this labelled as "outlier" (dated around 1200 years before present).
And seems to be quite slavic:Code:Turkey_Byzantine_oEuropean:I10430,0.132035,0.137096,0.064488,0.037791,0.04647,0.010877,0.009635,0.019615,-0.005113,-0.012757,0.001786,-0.006594,0.012042,0.017891,-0.011265,0.000398,0.008866,-0.004434,-0.002765,-0.003377,-0.007112,-0.004204,0.007148,-0.005302,-0.00479
Spoiler!
But it is a fairly modern individual and the I2 are usually considered diffusely Central-South European mesolithic in origin.
No ancient individuals in Yfull for the exact Ydna final clade of your brother in law : I-S17250
