That 25% is to average out where you plot, not literal

It just means your dna can be modelled as such. If you had one finnish, one utah_white, one chechen and one turk_trabzon grandparent you would be genetically very similar/pretty much the same as you are now(at least according to the calculator you are using)
I do not think this is out of ordinary, there is one hungarian dude (http://www.theapricity.com/forum/showthread.php?194387-My-23andme-results-are-finally-here-quite-typically-Hungarian-and-Danubian&p=4054876&viewfull=1#post4054876) who gets modelled as North swede+romanian, North Swede+Bulgarian,
moldovan+ Irish ,Moldovan+ Scottish etc
