No. Northeast African is black here. I don't know about 23andme, but I think much of that would be included into the Southern European and Italian clusters.

0.1% is significant? It is most likely noise. I have seen even Russians and Finns scoring noise levels of SSA too.

No because the Red Sea and Northeast African actually hide SSA admixture, which means it's part of this component. The reason it's small because the Moors had African admixture, but not fully. Thus the Moors were rather it's vectors. In the case of Russians and Finns it's rather indeed noise since they score 0 Red sea and North East African.
