Good question, though I am not exactly in the know about that. Probably Hungarians by a slim margin.

And obviously the territory of all Romanian principalities were occupied by Pechenegs and Cumans prior to their administration, so those must have also contributed to the genepool. In fact, the first Romanian principality to form, Wallachia, was founded by house Basarab, which was of Cuman origin. There are theories out there that just like in the case of Hungary and Bulgaria, the country was created by Turkic folks from the steppe who over time got assimilated into the local majority population. The most famous proponent of this is Neagu Djuvara.

I wouldn't say they did a half-assed job, since the Cuman/Pecheneg identity all but disappeared with the formation of the Romanian principalities, unlike in Hungary where it persisted for centuries more.
