Yes, I agree with you. I think that's good idea. I would just have two averages for Croats (plus general), because we basically have two clusters (Kajkavian and the rest).
For Serbs maybe you can make one for most of Serbs and other for SE and Montenegrin Serbs for eg plus general average. Just an idea.
Yes, for nations without notable regional diversity like Albanians for eg I really agree to one average. For larger nations 4-5 max, true.
If you want to only have one or max two averages in K13 Updated then you can put all Hungarian regional averages to the expanded sheet and only leave the Transylvanian average, since it is pretty unique. Maybe leave North Hungarian too, since it has a distance of 3 to the Hungarian average, but I don't know if that is enough to make it that unique?
Also if you decide to make broader averages for Greece, Italy and other countries, try to weigh them based on how much people those averages represent. Some of them represent ca. 300.000 people, while others ca. 2 million.
