In any case, the guy is from there. I reached out to him because he was matching some Moldovans from my database and he confirmed that.
On an unrelated note, I managed to get the Stefan Voda samples on GEDmatch and I can confirm three things:
1. They are from the same village, as on average the relation between them is 70cM, meaning 4th cousins or at great-great-grandparent level, which is something expected in a small village.
2. They are not Gagauz, as they don't match the 10 academic Gagauz and the others that I have.
3. They are Moldovan, even the most Southern one, as they match people that I already have. I've compared only the 4 most autosomally Southern ones for now, as it's a tedious manual process, but I'll analyse all of them eventually.
For example, the most Southern guy from Stefan Voda - MOL-15, and Moldovan from R. Moldova in general considering the samples that I have, is a match for: one of the Eurogenes samples that you gave me and I labelled Eurogenes_1 (CM2678489), person from Balti, Straseni, Ocnita and Ungheni. Surprisingly for me, they did not match the samples from Causeni, Cimislia or the 1/4 one from Taraclia. I didn't expect to match with Cahul samples since they are kind of far away, but I checked just in case since autosomally they score similarly. However, they are not related.

@Ion Basescul, are your Moldovan averages for Dodecad K12b good enough and don't need revisiting?
They are outdated by now, as I gave you only my family, the Centre-North samples from Balti and South samples from Stefan Voda.
But I'm not using K12b, so I won't calculate the others anytime soon.
Those averages are from 46 unmixed samples and now I have 87, so you are 41 samples behind.
I don't care much about sample size as long as they appear representative. I personally use a lot of averages based on 5-10 samples only.
Looks like I am one of the few people who use K12b. But that doesn't matter to me because I use it largely for Eastern Europeans and West/Central Asians and for many of them my updated oracles work just fine.

They have, just like East Slavs, Gagauz, Jews, Gypsies and even Germans, but this person doesn't seem to have anything Bulgarian in their family tree. Seems to be a typical profile for the Southern regions (although the surname is kind of rare for the South, but the 5th most popular in Edinet), even in people without Bulgarian or Gagauz admixture.
To be fair, Capaclia doesn't mean anything in Romanian, so who knows what kind of settlement it started as. Capaclia is surrounded by mostly 99% Romanian/Moldovan villages, but there is one exception at 3km from it. It's called Visniovca and 16% of the population is Gagauz and Bulgarian.

Cantemir district have a visible Bulgarian minority, you already posted a Bulgarian from here who was very Southern with only 17% Baltic. Bay the way, after I saw the name of the village of that Bulgarian I remembered what I have a friend with origins from that village, he is Moldavian, and his surname (not Bulgarian) is from that area, despite he live in Cahul district now. The most interesting part is when he start to tell about his ancestry. xD

He have very mixed ancestry, he claim to have Ukrainian, Russian, Bulgarian, Romanian (interesting he name Romanian as separate ethnicity, and he claim what this ancestry is from Romanian territory) and Turkish. For a moment I didn't understand what he means by the Turkish, when he explained what this mean Gagauz.
