such a surname could have rather been given to a man who migrated from Oltenia into another area. it doesn't make sense that someone living in Oltenia takes the surname Olteanu.
for these samples we surely know they are from Oltenia, they were taken in the mountain village Tismana in Gorj province, which is in Oltenia.

That's a good point. The reason I thought it was Oltenia (besides the surname) was because when I looked up a few people online with that surname, they were from Oltenia. It was a small sample size but still. That combined with his southern results made me think he was Oltenian. Though his results aren't rare by any means and could be from a neighboring region such as Muntenia or southern Transylvania among some other possibilities. Anyways, I asked him for confirmation, so we'll see if he's Oltenian or not if he decides to reply.
With that Siberian, red Sea and South Asian he seems Tatar mixed. His Baltic is clearly high with low west and east med, much lower than the Romanian average (even when taking into account the ones found with higher west/east med) so he clearly has a recent-ish Eastern European ancestor imo. Very cool though.
If you take into account that 50% of his ancestry is from Wallachia, his Moldovan side must cluster with Hungarians. But there are some people from Moldova (whether NE Romania or Bessarabia) that cluster in that region such as IncelSlayer for example. Nurzat also posted some Romanian Moldovan results that were plotting quite north (he claimed they were pure Romanian IIRC), so I'd wager to guess this kind of ancestry isn't that rare in the Moldova region. Quite a diverse region.
He may be part Tatar, but it's not anything really recent. Same with East Euro if he has that ancestry. All four of his grandparents were ethnic Romanians from Romania.
This is my presumption: three quarters full Romanian and one quarter Ukrainian-Tatar ( high Baltic kind if tatar, not basically Russian Turk tatar)
I don't doubt that he could just have high Baltic Buckovinan ancestors. My great-grandma probably did too. But she had an Ukrainian surname, and there are many in that region. At this stage a point must be raised if those Rusyns that lived in north Moldova for so long are part of the average Romanian genotype or if considering their distance from average Romanians outside of that region, that half of Moldova become a cluster of its own.
But there are quite a few high Baltic Romanians popping out of all regions that it becomes a complicated question.
He said that one of his grandparents might be part Bucovinian Ukrainian (so he doesn't have confirmation they exist). So if his grandparent is 1/4 Bucovinan, they can't be more than 1/2 Bucovinan. If they were 1/2 Bucovinan Ukrainian, he'd be 1/8 Ukrainian. But since he's unsure about it, realistically, his Bucovinan grandparent is probably 1/4 or 1/8 Ukrainian which would put him at 1/16 or 1/32 Ukrainian, which is not enough to explain his results. Also, this is assuming his ancestry from Ukraine was Ukrainian and not Romanian. Could've been Romanian from north Bucovina.
1/4 Ukrainian Tatar seems too high given the info he gave. It seems more likely to me personally that his family from northern Moldova just happens to have high Baltic. His Tatar ancestry seems to be distant.
