Makes no sense to relativize the european borders. Europe is just a huge peninsula of Eurasia, and this peninsula has clear borders.

European Union (Rome should be its capital) could expand into the Levant and into North Africa, to the advantage of both sides.

while for the same reasons Eurasian Union (Kiev, Moscow or Istanbul as its capital) could expand into Eastern Europe and Central Asia.

expand not by war but by union treaties, of course.
