I am sorry but I disagree. Let alone liberalism, Azeris of Iran are traditionally more fanatic shias then even Persians. We started Kizilbas Nezam not Persians. We converted whole empire population to Shiite. We massacred Sunni Turkish armies multiple times. Even in modern times Half of the anti Shah revolutionary Mullahs were Azeris and even today its same. Turk in Iran means Iranian federation nationalist like Sattar Khan and hardcore Shia like Khamenei.

Who in their proper senses would honestly believe that massively Shiite population of Iranian Azerbaijan would join up with traditional enemy Sunni Anatolians or even Soviet style secular state of Republic Azerbaijan ? We have had bloody history with Ottoman Turks who historically have held some massive hatred towards us. They tried to burn Tabriz (failed), they caused famine in Azerbaijan which killed 2 million Azeri Turks. People do not forget that easily. With neo ottoman islamism returning to Istanbul and keeping Iraqi example in mind, I think there are rather higher chances of 70-75 % Shia Republic Azerbaijan becoming a massively allied state to Iran in future which is more natural. No one would have predicted secular to core Iraq's future during Baathist Saddam's rule either but see what happened in name of faith.
