The averages were made by Kyp Snow and he got the kits from Nomansman (I also contributed in helping find the Afghan kits). I've seen his samples before (and you have also) so I can say they're from a reliable source. When I double checked on Vahaduo, their distances look realistic. They are similar to the distances the groups get on the updated HarappaWorld calculator. But AFG Tajiks and AFG Pashtuns are a bit heterogeneous so should be divided into more groups. The sample size for each is 7 by the way. I can try to divide them and increase their sample size later, but they are good enough generally.

a man from the Zenica region tested 10 of his family members (they are counted as one sample in the average) and they range from 31-37 Baltic, 35 on average.
from my experience large families usually show the entire range of a region.
